In order to keep track of key education performance indicators and to assess progress achieved in various regions, WGEMPS created the African Union’s (AU) Outlook on Education database, built on DevInfo technology. ADEA WGEMPS explains: “We conducted two regional training workshops in 2009 on the AU Outlook on Education database for Anglophone and Francophone African countries in collaboration with the African Union’s Observatory (IPED). These technical training workshops mainly focused on how to use the database, which facilitates cross national comparisons, to develop country progress reports.”
The most recent version of the database contains 135 indicator variables, each categorized by priority areas. The AU Outlook on Education database has made it convenient for ADEA, the African Union, its Regional Economic Communities (RECs) namely such as EAC (East African Community); ECOWAS (Economic Community of West Africa States); SADC (Southern African Development Community); AMU (Arab Maghreb Union); ECCAS (Economic Community of Central African States); IGAD (Inter-Governmental Authority for Development); CEN SAD (Community of Sahel-Saharan States), and member states to visualize progress by region and plan accordingly.
In addition to this, DevInfo has been used to measure other performance indicators such as the availability of data for the RECs for the different priority areas. The graph below highlights the percentage of data availability on priority areas by RECs in 2009.
By making EMIS one of the priorities for the AU Second Decade of Education for Africa’s Plan of Action, policy-makers seek to reverse the phenomenon referred to as “data blanks” by focusing on improvements in information availability and rigorous monitoring. By creating and taking ownership of the AU Outlook on Education database, statistical data can be produced and disseminated in a timely manner. Through WGEMPS, ADEA now looks forward to receiving additional technical training, cascading the training to AU member countries and making the database available with the newly launched DevInfo 7.
