An excel-based tool for District Health System Strengthening

DIVA (Diagnose, Intervene, Verify, Adjust) is UNICEF’s approach to strengthening district health systems. The DIVA Bottleneck Analysis Tool allows practitioners to identify bottlenecks at different levels in these local health systems.
The Bottleneck Analysis Tool generates graphs and dashboards about different administrative levels of local health systems, to help identify where bottlenecks are limiting the system’s effectiveness. Users define the structure of the local health system; select YCSD (Young Child Survival and Development) interventions; enter local demographic information; and select and populate indicators for the district. The tool proposes sequenced activities to remove bottlenecks, and estimates the cost of these. CSF provided technical support to develop the Microsoft Excel based tool, supported pilot testing, and provided technical assistance to ensure its smooth implementation at both country and district level.
