With UNICEF Philippines, CSF technical staff are assisting country stakeholders in the development of the National Early Childhood Care and Development Strategic Plan.
In partnership with UNICEF Philippines and the National Council of Early Childhood Care and Development, CSF technical staff are facilitating the development of the ECCD national strategic plan. While there is currently an ECCD law in the Philippines, national counterparts recognized that the absence of a strategic plan leads to limited decision-making because policy is being discussed and crafted in silos, rather than worked on collaboratively throughout several sectors.
The project is being undergone in two stages. The first stage is the preparation of a comprehensive report on ECCD. To create the report, CSF focal points have visited local governments and health clinics and have hosted two large workshops with primary school teachers and the head of Department of Health.
With the goal of identifying key national ECCD programmes and understanding where major gaps lie, focal points are starting to gather input for the drafting of the strategic plan, which is the second stage of the project.
