Effective responses to gender-based violence require coordinated services, reliable data, and strong safeguards to protect survivor confidentiality. In Djibouti, national institutions identified the need to strengthen coordination across health, social, and justice sectors while improving the availability of data to inform policy and planning.


With support from UNFPA and technical partnership from Community Systems Foundation (CSF), the Government of Djibouti initiated the implementation of a national Gender-Based Violence Information Management System (GBVIMS). The system supports survivor-centred case management while generating anonymised, aggregated data that can inform national decision-making without compromising confidentiality. 

This case study presents Djibouti’s experience in designing and implementing a multisectoral GBV information management platform, highlighting the implementation approach, results achieved, and lessons for countries seeking to strengthen GBV prevention and response through responsible data systems.
