Community Systems Foundation (CSF) is pleased to share a new paper presented at the CIES 2026 Conference, titled:
“Leveraging OpenEMIS for Efficient, Fair, Secure, and Accessible Education Assessments: Pathways to Integrated National Systems.”
As education systems worldwide face increasing demands to deliver high-quality, equitable, and secure assessments, this paper explores how OpenEMIS can serve as a practical and scalable solution for integrating assessment systems within broader national education data ecosystems.
Drawing on real-world deployments across countries such as Guyana, Jordan, and Namibia, the paper highlights how OpenEMIS enables ministries of education to:
- Streamline assessment processes and reduce data fragmentation
- Strengthen data security and governance for high-stakes examinations
- Link assessment data with broader education system insights
- Improve efficiency while reducing reliance on costly proprietary systems
The paper also outlines implementation pathways, including phased adoption, system integration strategies, and capacity strengthening approaches, offering actionable guidance for governments and partners working to modernize education systems.
At its core, the paper argues that open-source platforms like OpenEMIS can democratize access to high-quality assessment systems, fostering transparency, sustainability, and data-driven decision-making at scale.
