Tools for outcome-oriented planning within the Smart Cities Mission CSF is helping the Agence Française de Développement (AFD) and National Institute of Urban Affairs (NIUA) to lay the groundwork for a culture of outcome-oriented planning in India’s urban sector.
In 2017, CSF in partnership with Oxford Policy Management was contracted by AFD to develop a solution that would help cities to create a monitoring plan for their urban development projects. This included developing a logic model, a list of SMART indicators, and an instructional online tool for use by local governments petitioning AFD for additional funding under India’s Smart Cities Mission. Titled the City Innovation Challenge, the program will become a component of the upcoming AFD Smart Cities Leveraging Program (SCLeP) to strengthen bilateral relationships between India and France. Along with the creation of the challenge project, the assignment also includes a review of the online SmartNet portal by the National Institute of Urban Affairs (NIUA). This will be done with an eye to transforming the portal into a monitoring and learning platform for the continued success of the mission.
