OpenEMIS Sri Lanka Needs Assessment, Gap Analysis and Pilot Testing With an aim to pilot OpenEMIS, a mission was undertaken to provide an EMIS needs assessment and gap analysis for the preschool education sector.
In 2019, the OpenEMIS team performed this analysis to help Sri Lanka address a critical challenge in the country: namely, the lack of evidence-driven decision at the preschool level. Due to paper-based data collection, along with a fragmented EMIS, this gap makes it difficult to provide quality services to young children. With UNICEF, the Children’s Secretariat of the Ministry of Women and Child Affairs and Dry Zone Development of Sri Lanka, this project aims to improve the management, monitoring and use of preschool data for preschools, potentially through a national EMIS. As an initial step in the implementation of OpenEMIS, this project has resulted in a piloting of the system and will fully deploy a customized EMIS and associated data collection modalities to address the current preschool education gaps in Sri Lanka.

This project is taken forward by UNICEF and World Bank assisted Early Childhood Development Project under the State Ministry of Women and Child Affairs. Better mention that way. You can get confirmation from UNICEF Sri Lanka or Mr. Karl, if you want, before making the change.
