CSF supported UNICEF Uzbekistan and the Ministry of Pre-School Education in improving the monitoring of ECDE access, quality and equity. UNICEF Uzbekistan commissioned CSF to conduct a comprehensive situation and gap analysis of the ECDE data management and monitoring system, and develop recommendations, tools and mechanisms to improve ECDE monitoring in line with the Uzbekistan Quality Education Framework and in consultation with key stakeholders. Following the gap analysis, CSF developed a national framework for monitoring ECDE quality, access and equity.
To implement the new framework, CSF adapted OpenEMIS as the data management and monitoring platform for the newly established Ministry of Preschool Education and provided training for key government staff to use the system. CSF also developed dashboards for monitoring ECDE indicators based on the newly developed framework, to enable monitoring of the quality of pre-schools as well as trends in access, equity and quality at national and sub-national levels. Subsequent to the training, between February and March 2018, the Ministry of Pre-school independently installed and further customized OpenEMIS, integrated the existing database of pre-schools, and developed new dashboards for monitoring ECDE.
