UN Women SWAP Initiatives by UN Women through their System-Wide Action Plan (SWAP) and the UNCT Gender Scorecard have become a key tool in measuring true empowerment for women in the United Nations. The UN System-Wide Action Plan (SWAP) constitutes the first unified and uniform accountability framework to systematically measure progress related to gender equality and women’s empowerment across the UN system. In coordination with UN Women, CSF has created a suite of tools to facilitate this monitoring agenda. Through two iterations of UN SWAP, core institutional processes were put into place for successful gender mainstreaming, 15 performance indicators created to measure outcomes, and reporting systems rolled- out for various UN agencies to submit their progress. This allowed individual UN entities to submit annual reports, including remedial action plans with timeframes, budgets, and responsibility agendas for follow- up in the case of sub-standard ratings. Added to this, the system also measures the success of projects based on the UNCT Gender Scorecard. This initiative encourages gender- responsive performance management and strategic planning, the collection and use of sex-disaggregated data, reporting and resource tracking, and drawing on available gender expertise in the system at all levels to assist in mainstreaming gender equality. As UN SWAP and the Gender Scorecard continue to develop, new stages of development center around the theme of the 2030 Agenda and how it evolves based on system-wide feedback.
