Monitoring Framework for Hybrid Learning, Conceptual Guide to Implement in various contexts The UNICEF Office for the Middle East and Northern Africa (MENA) is establishing a global set of standards on the Monitoring of Hybrid Learning post the COVID-19 pandemic.
In partnership with UNICEF MENARO and the UNICEF Regional Office for South Asia, Community Systems Foundation is developing a monitoring framework as well as a guidance document that will support education authorities in monitoring Hybrid Learning, at a time of great need. The framework highlights key attributes that are necessary for understanding how to measure hybrid learning: reach, engagement, outcomes, and quality assurance. Under these categories, guidance is provided to Ministries of Education on what indicators could be measured to best understand the local context. CSF will further develop guidance documents outlining practical ways that education authorities can apply the conceptual framework to monitor education. As demonstrated in the document, this can be done with a variety of technologies to collect data, such as RapidPro, as well as to process and use the data, like through Education Management Information Systems (EMIS), such as OpenEMIS.
