Measuring sanitation through WSSCC The Financial Reporting Tool is a web-based platform that helps the Global Sanitation Fund plan its budget and predict its expenditures.
The Water Supply and Sanitation Collaborative Council (WSSCC) is a global, multi-stakeholder partnership that works to ensure sustainable sanitation, better hygiene and safe drinking water is available to the most marginalized communities in the developing world. To achieve this, WSSCC facilitates sector coordination at national, regional, and global levels with diverse stakeholders. It supports national sanitation and hygiene programmes through its Global Sanitation Fund (GSF), the world’s leading finance sanitation and hygiene finance facility. The GSF’s Financial Reporting Tool is a one-stop grantee reporting and management system, which supports the Fund’s M&E and knowledge management frameworks. Organizations reporting to the GSF (including sub-grantees and Executive Agencies in charge of programme implementation) plug data into the tool in a homogenous format that is then audited and used to generate financial analyses, statistics, and revenue and spending reports. With GSF undergoing rapid changes and growth in its grant-making resource base and projects portfolio over the past few years, the updated reporting tool is becoming a major factor in sustainable growth. This has been complemented by emphasis on more rigorous standards of quality and results, enhanced technical support to Executive Agencies and sub-grantees, strengthened monitoring and accountability systems, adoption of a monitoring, evaluation, and knowledge management framework.
